M. Catherine Farrell has been a force in labor and employment law for
more than two decades. As General Counsel and Vice President of Human Resources
of the Genesys Group, a regional professional employer organization, Farrell was
responsible for developing strategic approaches to litigation, regulatory compliance
and managing all areas of human resources competency of the business, as well as directing
employment law, workers’ compensation, unemployment compensation insurance and general
transactional matters.
In addition, Farrell worked with state regulators in the area of unemployment compensation
and workers’ compensation. She represented both the Genesys Group and the PEO industry in
meetings with state regulators to formulate the unemployment agency’s initial policy toward PEO’s.
Prior to joining the Genesys Group, Ms. Farrell was managing partner of Hoekenga and Farrell, P.C.
and a senior partner and former managing partner of the law firm of Levin, Levin, Garrett and Dill,
P.C., which specialized in labor, employment and transactional matters.
Today, as the principal in Farrell & Associates, P.C., M. Catherine Farrell is a recognized
leader in the industry and continues to specialize in labor and employment law. Ms. Farrell
is also an active arbitrator. She serves as a member of both the commercial and employment
arbitration panels for the American Arbitration Association.
Ms. Farrell is active in the National Association of Professional Employer Organizations (NAPEO)
as immediate past chair of the Legal Advisory Counsel (LAC) and was dean of the Co-employment
Faculty of PEO University. Farrell & Associates is an associate member of the NAPEO. A frequent
speaker on legal and regulatory issues at NAPEO-sponsored events, Farrell has authored numerous
papers for the PEO industry’s annual meeting including legal and legislative updates and a contributor
of the PEO Insider.
M. Catherine Farrell earned a B.A. from American University, a master’s degree from State
University of New York, New Paltz, and doctor of jurisprudence from St. Louis University.
